Organizational Description
Technology Services provides administrative information services, core services, and desktop support to the Fresno State community.Our department consists of a well trained team of individuals dedicated to providing effective technology and quality services and support that are integrated into the daily activities of the entire campus.Technology Services is dedicated to providing a broad range of technology-based planning, resources and services to the students, faculty and staff of California State University, Fresno.

Overview
The experienced professional will evaluate and make recommendations regarding the accessibility and Section 508 compliance of all applicable Information and Communication Technology (ICT) procurements, including, but not limited to, reviewing Accessibility Conformance Reports (ACRs). The incumbent will work with representatives from across the campus, as well as with external vendors, to evaluate procurement of ICT products and services recommended for procurement and to route information technology (IT) procurement requests to other IT professionals or administrative staff, as needed. The incumbent will work closely and collaboratively with University Procurement on various aspects of the IT purchases and requirements, in adherence with federal and state laws, as well as CSU policies, coded memorandum, and executive orders. The incumbent will maintain knowledge of campus ICT acquisitions, as they relate to accessibility needs, and will regularly follow up with vendors to track progress toward full support of accessibility standards in their ICT solutions. The incumbent will lead efforts to support the process of developing equally-effective alternate access plans (EEAAPs) to increase access to ICT tools.

The incumbent will also provide secondary support to meet CSU Accessible Technology Initiative (ATI) goals and success indicators. Duties may include, but are not limited to, support for website, web application, online document, instructional material, and media accessibility remediation, as well as ongoing analysis and reporting needs and consultation with students, faculty, and staff on topics relating to universal design and accessibility. The incumbent may also support training, communication, and awareness needs within the campus community, vendors, and the CSU system.

General Expectations:
At the Career Level, the experienced Accessible Technology Specialist professional knows how to apply theory and knows how to put theory into practice with in-depth understanding of the universal design and accessibility field and will demonstrate proficiency in many aspects of the field. The experienced professional will independently perform the full range of responsibilities within the universal design and accessibility field where analysis requires evaluation and professional judgment in selecting methods and techniques for obtaining solutions and resolving non-routine problems, often times requiring significant decision-making. Work and actions may affect organization objectives and campus goals. This professional will work under general lead oversight or general supervision, will receive minimal oversight on day-to-day work, and will receive general direction on new assignments. Occasionally evenings and weekends are expected. Some travel is expected.

Position Summary
  • Accessible Procurement
    o Evaluate and make recommendations regarding the accessibility and Section 508 compliance of all applicable Information and Communication Technology (ICT) procurements, including, but not limited to:
  • Manage the ICT Accessible Procurement process and workflow (from beginning to end)
  • Oversee the review of ICT compliance documentation for regular purchases and competitive bid procurements (RFPs, RFIs, RFQs)
  • Review IT Purchase Review (ITPR) form submitted by Purchase Requestor; request any missing documentation and make determination of impact
  • Evaluate Vendor-provided accessibility conformance documentation (e.g. Accessibility Conformance Reports, Accessibility Roadmaps)
  • Based on ITPR form and impact determination, recommend accessibility review tasks
  • Validate vendor conformance claims using appropriate methodology
  • Perform yearly follow-up with vendors (e.g. request updated ACRs, verify progress of
  • Items identified in Accessibility Roadmap)
  • As needed, arrange for accessibility conformance testing to validate Vendor accessibility claims
  • Coordinate with ICT vendors to resolve issues with product accessibility support or accessibility documentation
  • Lead and coordinate efforts to develop equally-effective alternate access plans (EEAAPs) to provide access for partially accessible solutions
  • Audit and Compliance
    o Conduct university-wide accessibility audit of digital technologies used for:
  • Education
  • Web development
  • Admissions
  • Financial Aid
  • Registration
  • Any other critical function related to students or applicants
  • Includes 3rd party content, websites, or applications that are used to complete critical or important transactions
  • Accessibility Remediation
    o Support campus efforts with universal design and accessibility through proactive remediation of websites, web applications, online documents, online instructional materials, and electronic media
  • Strategic Planning and Reporting
    o Participate in Fresno State and CSU system-wide planning and coordinating activities relating to ATI and EO1111
    o Lead or co-lead the campus ATI procurement subcommittee, including efforts to document and coordinate regular reporting to ATI Executive Committee and annual reporting to the CSU Chancellor's Office
    o Develop and implement training relating to ICT procurement for the campus community
  • Accessibility Coordination
    o May lead campus digital accessibility coordination efforts to support digital accessibility program goals
  • Other duties
    o May provide work direction or guidance on projects and assignments

    Knowledge, Skills, and Abilities
  • Demonstrated knowledge in digital accessibility with knowledge of applicable laws and standards, including American Disabilities Act, Sections 504 and 508 of the Rehabilitation Act, and Web Content Accessibility Guidelines (WCAG) 2.0 AA and 2.1 AA
  • Demonstrated knowledge of ACR and ability to apply WCAG and 508 standards as it pertains to accessible procurement

    Education and Experience
